I remember a not-really-a-scandal that happened back when I was in college. Every day there was a panhandler on the corner of the shopping center across the street from where I went to school. Apparently he had been begging in that spot every weekday for over 20 years. The money he made off of tourist handouts was equal to about 25 bucks an hour, and that was in late 2000's money. He was able to buy a multistory house up in the posh neighborhood as a result. He admitted to this in an interview with the local paper after he "retired". No one held it against him because most of the locals hated tourists.
