The coffins were actually made of Zinc. A Lead coffin would be too risky as it could poison ground water. The makeup department was amazing for this episode though, they actually couldn't show just how bad it was for these men. Shockingly, this is a toned down version of their true state. Also, the men with the papers were not leaving the area but being recruited as part of the work force to help clean. As you watch, more and more will be explained. Especially in the last episode.
