It's hard for me to be objective about this movie, because I first saw it as a very young child and loved it. It is very much a time capsule, but it's an interesting one. :) Obviously the CGI is primitive, but it was a huge stepping stone to what came later. People from Pixar have basically said that without TRON, there probably wouldn't have been a TOY STORY. Also, Disney was experiencing something of an identity crisis at the time, and their movies from this period, while not always good, are really fascinating. If you want to see two of the weirdest, I recommend THE BLACK HOLE and RETURN TO OZ. :)
