The animation and the art style for season 4 is going to be like the OVAs. Its the same studio but from what I heard (i'm not entirely sure) the director changed. It was another director for seasons 1-3. Tokyo gets to send 3 teams to Nationals, 2 because Tokyo is such a big Prefecture and a 3rd one because they're hosting Nationals. So both teams that play in the finals (1st & 2nd place) get to go to Nationals plus the winner from the losers bracket (3rd place).
