All characters that are represented with vegetables (or something like that, which isn't an actual character) are non-important background characters. They don't matter, so no point on drawing them properly. In other shows, like baka to test to shoukanjuu, they drew background characters with the same siluette and uniform, but no facial features, just a mouth, sometimes they would add a letter in place for their eyes and nose, to let the viewer know which class they come from. THere are many examples of this same thing in anime, P. S.: baka to test to shoukanjuu or idiots, tests and summoned beasts, pretty good comedy show, interesting mechanics around exams and mind games/strategy, still pretty dumb though, comedy after all, but worth a watch, also a fair, still not annoying, amount of fan service. It's just dumb and entertaining
