I'm pretty sure that Coroner is really Death. And someone as ancient as that, he probably gets bored so he likes to tell each group something different just to watch them squirm. Which explains why he keeps changing the rules in each movie even though it turns out they don't matter in the end.

So when the girl, who you kept saying looked familiar, knocked over the picture when she was leaving the office, it was a picture of her and a friend at that amusement park before or after getting on the rollercoaster that crashed (the name of the coaster as well as the devil was on the picture). I'm assuming that she had rode it before the crash and I guess she might've been in that film as an extra.
