A "siscon" (or sister complex) is a character trait that means he or she cares way too much about their sister (or brother in the case of brother complex) to the point that they are extremely overprotecting, in some shows they go further into incestuous behavior, but in this case is normal mainstream kind of siscon, so it's not gonna be more than just that. Originally comes from a fetishsm term in literature but the meaning has changed a bit and expanded to be used in different settings, though doujinshi mangas, hentai and r34 fanart do still use it as the original fetish, in the modern era it's not always that bad, it's use depends mostly in the setting and the target audience. It's a very common comedic/dramatic trope in anime, so even though it seems weird, don't think anything about it. In this case is even warranted because Yuri was brought up by Yor since they were kids and he loves and admires her A LOT because of that. He might not know exactly what she works in, but he saw his sister covered in blood from a young age for his sake, so it's actually kind of understandable(?), they exagerate it for comedic purposes of course, and it's an anime/manga, were that extreme he is going to it's not that weird, so it's fine. And I read the manga so I do know the outcome of the kiss, but I'm not saying a thing about it xD
