Maybe she thought it was a mutual joke that Bob's outfit was "weird" for that day, but obviously Bob is hurt so it would be nice of Katya to grab lunch and apologize. We've all heard nastier comments thrown around but this struck me as a "oh i thought we were both mocking this but we are not" situation that ended up with Katya insulting Bob while she was vulnerable. Something friends can get through.
