A self sustaining city, Castle DiHojan acts as a major trade hub for those they are willing to trade with and has only increased its position since the fall of every port town to its South. Unwilling to bend to the whims of anyone else, Duke Lanner DiHojan runs the town with a literal tier. Those on the lower tiers of the city support those on the higher tiers. It may be an imperfect model, but some choose safety over what has become more of an indentured servitude than a free life.
