I fiddled a bit more with the blender's Limbo space, I can now recreate it perfectly in the new files (pic as example - only 1 vert, no animation, but 45 fps at max, bc 55 actions are in limbo while scene has 1 which is disabled)
MOST IMPORTANTLY I can now always detect such problems in my work files, already fixed couple, they went from 8-11 fps to 60 fps, it's SO MUCH EASIER to animate with fluid playback omfg. HUGE morale boost
