I mean, it technically could mean a lot, but I'm pretty sure she's just human. Penny is based on Pinocchio so I'd say this is pretty clearly meant to be the moment where she finally becomes a real girl. The way he got creative was probably to just amplify her aura enough so that it "healed" her to point of spawning a real body. Also the line about hugs implies that she can feel on a level that she couldn't before, so I think that's a pretty good in-story indicator.

2021-03-23 07:07:06 +0000 UTCI think what you're not taking into consideration is that yeah, the good guys have more people than Salem's side and Ironwood and the Ace Ops, but Salem has countless Grimm, and Ironwood, has an army, and in that respect, the good guys are severely outnumbered.
