Bucky told Sam his feelings about him not taking the mantle as "Captain America" He took Sam to meet Isaiah Bradley, who was Captain America while Steve was on Ice hoping that would encourage Sam to take the Shield from Cap'n 'Merica . This episode tried to humanize Cap'n 'Merica, but I'm not here for it. I think him and Lamar (Battlestar) Hoskins have taken some form of the serum and are semi enhanced because that would explain why Cap'n can wield the shield.
