You focus on the finger with your eyes and then each eye separately for some of them and it exercises/strengthens the muscles around the eyes and their range of motion. It’s said to help improve vision and/or certain conditions. Jungkook has said in a livestream a while back that his eyesight wasn’t great. He’s probably doing it to help with that. I’ve found similar exercises helpful for flare ups of a condition that affects my reading, depth perception, and light sensitivity. The flare ups can blur my vision and, after doing some exercises, it’s not as blurry and can minimize the flare up.

It sounds very similiar to a Korean word for someone's tush, lol, but with the first syllable subtly changed to the onomotopaoia typically used to describe the sound of a car (like our "vroom").
