I would say reset to zero. But I think the selection process should change a bit aswell. Raise the minimum, since last time the minimum was met way too easily and too fast. After that make a random selection from the JOIs who met the minum, weighted by their funding. At the end of each month every JOI that didn't make it get a little extra funding to guarantee they get made eventually. That would prevent some suggestion to forever get stuck. P.S. since maybe not everyone is to keen on a random selection process you could just chose the one with the highest funding and it would still work just the same.
