And he absolutely could not allow mutiny of people under his command. Putting aside that refusing orders in wartime can result in a death sentence in any military in our own world with much lower stakes, Adama bending now would only encourage anyone with a problem in future to mutiny, leading to breakdown of discipline and potential disaster in life or death (or extinction) situations. I can't imagine any military leader in a situation anywhere near as dangerous as theirs responding differently. I'm pro-union/strikes personally, and Adama/Roslin are definitely in denial about working conditions, hand waving it away with circumstance from their cosy quarters, but that Tyrol and Galactica crewmembers didn't think mutiny would be violently shut-down instantly is nuts. The worker's strike was justified, but expanding it to military personnel was an awful idea. Navi said Roslin should promise to talk if they kept working. They already did that, and nothing changed, which is why the workers went hardline, justifiably. They discussed this at the start of the ep. Marketa said they should provide counterarguments to Baltar's manifesto, but that would probably legitimise and provide credibility to Baltar in the eyes of idiots, equating his voice with the government's, stengthening his position. It would also make them look defensive and vulnerable. Ignoring him and suppressing his book (which is normally bad obviously, but he's currently detained for high treason and crimes against humanity on a military vessel, publishing shit is probably illegal to say the least under terms of detainment or something, I imagine) might be the tactical play.
