This is true if you ignore the middle part of the series (seasons 5-7, mostly 7) where he actually developed and became less bratty and more likeable. And then he regressed. He actually used to be nice to people in the show and then, in this season, becomes a dick to everyone. He went to anger management lessons after his first outburst and he became much calmer after that, then again that just disappears and he becomes a rage machine again. There's a whole episode dedicated to showing us why he is the way he is (the party with his parents) and the rest of the Office realises this and welcomes him more, which leads to him bonding with them more. At the start of his tenure as manager, everyone likes him because he's a nice boss. All of this is erased and he's sent back to who he was pre development because he was on The Hangover or whatever and the writers wanted to spite him and his character. He has clearly not always been like THIS for all of the show lol.

As someone who watched this show as it aired, and save for one episode has seen it in its entirety many, many times, I've never thought that they ruined or changed Andy as a character. He's always been like this. He was introduced as a more insufferable Michael Scott, that Michael couldn't initially stand. A needy, insecure, spoiled, privileged brat. It's just that for a period he was sympathetic because of the cheating, and most of that then got glossed over. Then he got put in a position of power, where the needy, insecure, spoiled, priviliged brat re-emerged - power can bring out the worst in people, and Andy is full of the worst.

In Season 5 when Jim bought the house without telling Pam, she had trouble acting happy because she didn’t believe it was a good thing to do something so big without talking to your partner.
