He was if he never did everything he did. The man ain’t wake up able to do shadow clone he failed it over and over. He worked hard to learn rasengan, sage mode, rasenshuriken, etc he has always worked hard for his development and progress this changes nothing but allows for deeper understanding of six paths and chakra existing after death.

You have Naruto who struggled but kept going and training to get stronger so he could protect the village and his friends. After the reincarnation plot is brought up it ruined Naruto's development because he was never going to be a bad ninja or anything he is the reincarnation of basically Jesus
