If we remember back in r1 lelouch was willing to shoot himself when c2 wouldn't let him be zero. As c2 says nunally is lelouch's reason for living and without nunally well he falls quick because behind all that bravado is someone hunted by his past...this guy need therapy.

Even if the more logical decision is for Zero to retire(and better for her in the long run, as he won't be at risk of failing his contract with her), him returning is more satisfying to her. Even if she doesn't want to admit it.
