Well they reacted to Cowboy Bebop too which is older than both this and Naruto. But that is also an exception as it was a godlike dub in the 90s (still is). But yeah that's why Nunnally's voice is weird af in dub. In Japanese, the voices for sweet, innocent characters seem to be more "natural" for them than in English, especially since, as you said, they're literally trying to match the Japanese voice's cadence and tones. Nowadays English dub voices for those types of characters are more natural to the English language rather than trying to imitate the Japanese voices.

I've always assumed that old anime budgets are the reason you end up with dubs like Nunnally, some 40+ year old woman trying to baby voice her way through it.

As far as voice acting goes one thing to point out is that when casting these roles they often tend to try to somewhat match the tone and cadence of the japanese. This is way more apparent the farther back you go with anime dubs, and leads to some as you say atrocious voices. Oddly other than Naruto I think this may be the oldest one you've reacted to and even in Naruto you've probably noticed improvements over the years
