I don't disagree, @AnEnthusiasticKoala, that it represents an oversimplified or unrealistic view; but that does seem to be what the writers had in mind with the committee. It may have been in response to then-current events, frustration that even well-intentioned people never got anything done. It becomes more explicit in future episodes.

Most of the time caution, procedures, policies, etc are 100% necessary to avoid mistakes and unintended consequences while providing full transparency and doing things the right way. But there are often times emergencies where it also causes delays and issues themselves. The committee has all the best intentions, but in a situation where real people are being sent to the bad place every minute, you'd want them to speed things along. But for them (where time is infinite), fast is 400 years just to choose members. Huge embellishment in the episode to drive the point across, but that's basically any show.
