About when children can be prosecuted as an adult (in the US), it's left up to the discretion of the local DA. In theory, the exception is meant to murderers and violent crimes of children who are just under the age limit, but there's been a trend of charging far too many kids as adults for minor, non-violent crimes, particularly when they're Black. Cops also have discretion, if they catch a child committing crime, on whether to process them or just release them - discretion which is also heavily faulted along racial lines. A little extra history - the juvenile justice system was created around 1900 with the purpose of trying to use any means possible - intervention, social work, community service, etc. - to avoid sending teens to jail (either adult jail or juvenile detention). It worked, but politicians did such a great job preying on voters' fears of juvenile crime in the '80s and '90s that most states passed laws making it easy to transfer kids to adult prison. Which in turn made more hardened criminals and made crime worse.

The only thing that was going though my mind during that scene with Jimmy, and his ex wife talking at the restaurant is "Back then they didn't want me. Now I'm hot, they all on me" lol. She rightfully made the decision to leave Jimmy way back when. But now that he seems to be a finished product, she starts giving Mc Nutty the i wanna fuck you eyes. Fuck outta here.... Also I half expected the scene to switch over to Jimmy smashing his ex in another random motel like we have seen many times before. She was looking pretty hot in this episode. A man can only resist is his ex for so long.
