The fuedal lords are the leaders of the different Land of fire, water, etc.(like leader of the countries) and the Kages are the leader of the Shinobi Village in those countries (so like leaders of cities) P.S the feudal lords are most of the time dumb irritating and have ego bigger than a mountain even though they have no powers.
