The notebook the task force have is the one Light got originally. Misa has Gelous's notebook which Rem gave her. And Ryuk has his own notebook. So a total of 4 notebooks exist in the world. 2) Light is basically leading the investigation at this point. For whatever reason, no one suspects him.
