Bubasaur is a pretty sturdy Pokemon, he took that beating from a much larger Pokemon like a champ. It's just kind of a thing that people in this world can go off on basically country spanning journeys of self discovery when their 10 years old, it's just a cultural thing, It's also weirdly gotten both safer and more dangerous as the generations have gone on, there are far more strong and dangerous Pokemon in universe in the modern setting, but there's also now smartphones and access to taxis that can pick you up from anywhere now. There's also a number of cities now that are probably more dangerous then a hike through the woods...
