Bruno is actually a character from the games, he's a member of the elite 4, 4 of the strongest trainers in their region, so he is genuinely a very strong trainer. The anime handles the pokemon league very differently from the games as you'll eventually see, in the games after beating the 8 gym leaders in Kanto you travel to the pokemon league to fight the elite 4 one after another, and then the champion to be the new champion of Kanto.
