so I'm pretty sure this was part of a small set of Christmas specials that unfortunately got delayed due to the epilepsy incident around episode 30ish, the episodes were finished, but just couldn't be aired because the show was on a forced hiatus, but because the animation was complete they eventually released it during this season to not waste the animation. The epilepsy incident really messed with the episode order for the end of Kanto, but you can understand why it happened, I mean, they accidentally sent hundreds possibly a few thousand kids to the hospital due to flashing lights, they had to scramble to fix things during that time.
