The main reason why the military is resistant to other agencies is jurisdictional. All branches are subject to the Uniform Code of Military Justice. If a crime happens off-base, civilian authorities handle it and typically cooperate with their military counterparts. If that crime happens on a base or in base housing, it's up to the military police to handle the investigation, prosecution proceedings and punishment. I have no idea what article of the UCMJ astral projection murder would fall under. 🤪
