On one hand, i see Cassims point, you wanna execute the royals because you can't forget the things those same people have done to you, and you can't imagine a future where their power is abolished but they basically get off scot free. And on a realistic scale, that might work in helping to form a new government, but on the other hand in his case i don't think he cares much about actual plans anymore. You can even see it in the way he looks at his comrades, i think he just wants to let off steam and probably die, its a person whos been broken too much to find their way back. Still, the inclusion of the black Rukh and its concentration around Cassim isn't accidental, and while i can't say much yet, there is a lot more to 'Falling' than the books cover would suggest
