I think X-Drake and Who's Who would be neck and neck. I know he only got the one over on Drake since he, Queen, and Hawkins had a pre-emptive plot against Drake, but in a 1v1 I'd say it'd be a toss up. My thing with Ulti is that she's hot-headed, less disciplined, and easily provoked. Sasaki and Black Maria are more composed and collected, so I'd imagine they would win vs Ulti off of experience as opposed to sheer raw power that Ulti has. Otherwise I agree with your line-up minus Ulti.

I don't think it ever really ranks them on an official capacity and I only speculate this as they both appear to be the youngest members. I think Sasaki, Maria, and Who's Who were the first though.

Dunno if she could solo an Emperor but shes up there among the powerhouses in this fight
