OK. What you're seeing with Takeichi is yet another case of Crunchyroll changing dialogue. The joke is NOT about pedophilia. It's about lolicon. And that "Greater Edo Ordinance of the Healthy Development of Youths" is a reference to a proposed bill that wanted to ban lolicon back in the day. For AGES the subtitles read "lolicon", and had him talking about the ban on free speech. In the last few years, Crunchyroll, changed the translation to "pedophile" and altered the dialogue to make him sound more shady and fit their agenda, despite the fact that he is clearly saying "lolicon" and not "Shouniyai-sha", which means "pedophile". Yes, the joke is that he's a bit creepy, but they ruined it by changing the translation and making him sound like a predator.
