Never-mind that the region is already populated (though somewhat less due to the JSDF's battle at Alnus). And the thing is we know that China wouldn't care as much about civilian casualties in the Special Region as the Japanese would. Also I like how Leilei isn't just a Wizard in name only, like in so many Anime. Usually the Wizard characters have magic, but they never seem to have the study ethic or natural curiosity such a person would have. Leilei however is endlessly curious about the JSDF, their world and their technology. The Anime does a great job of showing her researching and learning. Exactly the type of personality that would devote itself to studying magic.
