Also the Washimine must really be in decline and short on manpower to employ someone like Chaka. The man lacks respect, which is a big deal in the Yakuza. You don't answer a phone call during a meeting, you don't talk during a meeting, unless you're spoken to and you certainly don't beat up a guest. Like Balalaika said, an officer that can't keep his men in line and a soldier that can't follow orders. They're easy prey for the likes of Hotel Moscow.
