Prez's dad is certainly a sad sack and has let his ex-wife turn him into a bit of a loser, but he does seem to want to help.

You may recognize Shirogane's father's voice, he has the same voice actor as Dio from Jojo. he's actually a pretty decent guy, I mean he's obviously there for his kids and is showing an interest in their life unlike his ex-wife, he just likes to tease and embarrass them since he's their father. By the way, we don't have long to wait for season 3, it's coming out April, this year is going to be really busy for Anime, both new original series like Spy X Family, and classic series revivals like Bleach and Urusei Yatsura.

It was that the reason the Prez may be so reluctant to confess his love first is that he has a living example in his dad of how sad a one sided love can be when that love is ignored/abandoned by the other person. He doesn't want to become like his dad, hoping to have his love returned when it may never happen. Just a theory though, I haven't read the manga so I don't know whether this is ever addressed.
