I think they figure they should go all in since if they get him they can force him to build more radar's for them. It will make collecting the Dragon Balls all the quicker if all of their troop battalions have a radar to track the Dragon Ball they are searching for. They have a lot to gain from this so they don't want to mess it up. Of course Roshi is not a scientist and I love how they bought into the whole elderly scientist profile for an old man they just now found out about.
