this episode is filler, but Uraraka's new costume is canon, it's meant to partly be a teaser for the new My Hero Academia film "world heroes mission" by the way, that's what the teaser in the after credits was, it was teasing the big bad of the film Flect Turn. Also, you've seen trigger before, they used it in the overhaul arc last season, it's mainly just a thing in the spin off manga Vigilantes though, you think a drug that temporarily makes quirks stronger would be a bigger deal in the series.
