Now as others have stated this was an early one shot. Romance Dawn version one has shanks with the straw hat and has magic in the world, this is Romance Dawn version 2 and Romance Dawn version 3 is chapter 1 in the manga and episode 4 in the anime. Its because of this version that when Garp is first introduced in the series proper he wore a dog mask so readers couldn't tell it was Luffys grandpa.

You didn't mention anything about it, but Anne is voiced by Nami's VA and Spiel was voiced by Brook's. It's very easy to tell. Also since Anne is Nami of this story, I just call her "Blue Nami" 😅 Also the guy sleeping next to the bird cage who fought Anne is voiced by Zoro's VA.

Okay I am glad you watched this because the OneShots have major influence on some plotlines in the current One Piece storyline and definitely believe that trend will continue much further on in the series. Without getting into details, something in this episode will actually be used much later on in the Wano arc. It’s still a manga only thing, anime has not reached that point yet. But I will make mention of it when we all finally get to that episode.

Think a couple people said it before but yeah Romance Dawn was one of two original ideas Oda had for the story. He eventually settled with what we have now which is amazing nonetheless. But I really love the emphasis on Garp and Luffy’s relationship here. =D

So if im remembering correctly this is basically one of the one shots oda made for one piece, like a chapter he created before he actually started making one piece it's self. So while it's technically filler it's also technically Canon as well, just a different type of Canon.

This is essentially the manga version of a pilot episode. Hence how strange and different it is. Fun fact. This is the reason why early on Garp wore the dog hat. this was so that when he was being shown as a strong marine people would not know he was Luffy's grandfather in case they read the "Romance Dawn" version of one piece.
