The way 'Tenkaichi Budokai' is translated for the purposes of Dragon Ball is 'World Martial Arts Tournament', but the actual japanese meaning is a bit deeper. From online, 'Thus a more accurate translation of Tenkaichi Budokai (天下一武道会) is “The Number One Under Heaven Martial Arts Gathering.”' And the symbol that you see before each title card and on the main displays at the WMAT, is the 'Bu' of 'Budokai', which is the symbol most closely tied to everything 'Martial Arts'.
