Tsukasa mourns anyone who died and makes sure they have a proper burial, while Hyoga can't even remember the names of the people he personally killed. This is one of Ukyo's main points for helping Senku. Ukyo can begrudgingly work with Tsukasa because he is just destroying statues and feels remorse, but he can't work with Hyoga who literally murders people without a care in the world.
