He has control over all what's going in and out of the Nile ships on his big bridge buildings. They say he can easily be bribed for letting forbidden wares through with special gratuitous"services", but most smugglers regret their offers afterwards immediately when they have the biggest mushroom-headed cock in front of their faces (or other body openings).
