Town Background Art Teaser

This will be making it in for the v23.4 update. And should most certainly make the town look less... placeholdery. As the current background that its using is pretty blah. This will look very pretty and should help immerse people!
It's most likely also going to replace the stand in backgrounds for most of the town locations as well.
Though it's very likely I'm going to break up the rest of the Elly/Venefica quest into two updates so I'm not rushing this out the door in a poor state. The first part will focus on Elly's stuff and reporting in on the existing content and will be out before the end of the month.
