I don't think that it was the wand that was more powerful because all a wand does is channel a wizard

I think the chapter art is Voldemort's eyes because it says after Harry ducks behind the gravestone you can see Voldemort's eyes because he is looking for Harry where he is taunting him by telling him we are not playing hide and seek Harry or something like that. My question is what are the circumstances that made Voldemort's wand so weak? In other words what made Harry's wand the dominant and Voldemort's wand the submissive in this duel? What would happen if the roles were reversed?
