If slughorn’s patronus is a fish because of Lily, that makes three people whose patronus forms reflect Lily. Which isn’t a lot but seems like an odd occurrence. Could there be any other characters whose patronus reflects Lily?

You dismissed a different bird for Slughorn's Patronus, but I may have a contender - the magpie.
Like the elephant, magpies are considered in some cultures to be symbols of good luck and prosperity. They are adaptable and resourceful, like Slughorn showed he was when he disguised himself and the house he was hiding in when Dumbledore and Harry came to recruit him. Magpies have also been seen as symbols of optimism (Slughorn is often described as jovial), and represent the duality between light and dark because of their plumage - Slughorn is a good Slytherin, contradicting the stereotype that all Slytherins are evil. Magpies are usually solitary, but have sometimes been known to form flocks and be social with humans they have deemed kind and trustworthy, which reminds me of the Slug Club, open to those he has personally invited in.
And a well-known fact about magpies? They're avid collectors.
