Lucious speciality was his use of the Imperious Curse and using his wealth and influence to keep the ministry in the dark. Also I think his biggest weakness in the second war was he had so much more to lose and he lost it. Let’s not forget he never failed a single mission during the first war. Also I can name multiple death eaters worse than him starting with Goyle Sr., Crabbe Sr., McNair, as based on what happened the night Voldy returned it sounded like they had fallen short a lot the first time around whereas Malfoy’s only Failure was not going and looking for his master or going to Prison in his name.
