So according to Lin, this was cut because we needed to hear Eliza's POV on the affair sooner. With Congratulations, there are two songs about the Reynolds Pamphlet before we get to Burn. It's definitely the fan favourite cut song, mostly because it's just Angelica roasting Hamilton!
