Longer Celebrity Tile Descriptions

A simple tuning mod that raises the max length for descriptions from 140 to 1000.
Technical stuff: this modifies E882D22F!0000001B!000000000002F3D6.rename_CelebrityTile.InteractionTuning.xml -- previously, the interaction only let you enter 140 characters in the description. This mod does the simple change of raising that to 1000.
Again, it modifies E882D22F!0000001B!000000000002F3D6.rename_CelebrityTile.InteractionTuning.xml and anything else that does so will conflict with it!
