The Idea with that T.O.A.D (Terestrial. Omni-. Aquatic. Drivable.) vehicle is that it’s an all-environments vehicle that’s just an absolute workhorse that’s ubiquitous across the extent of the United Earth’s empire. It’s mass produced and can be found just about everywhere that a U.E flag flies. As the name states, it can travel by land, by water, but it can also be driven in the hard vacuum of space. It has RCS (reaction control system) thrusters all over its body, so it can reorient itself if it happens to catch some particularly impressive air time after a big jump. Oh and when traversing watery environments, the wheels can flip round and transform into propellers.
