It looks like were seeing the origin of Batgirl with Jim and Barbara. Catwoman gets her 'revenge" but it could be an exploding cigar. Brittany asks where would the Penguin get a Guillotine to execute Victor Zsasz. The answer is this is Gotham! Of course Gotham would have a guillotine somewhere, probably a whole warehouse full!
