The way I understand it, Patrick McGoohan (who created the show) originally wanted it to be a very short series, only 7 episodes. The BBC said it need to be longer in order to sell it to tv markets overseas, so they ended up settling on 17 episodes. But, some of the negotiations came after the interior sets had already been torn down, so a handful of the episodes had to be written around that hurdle.
