I can imagine the kind of player who would pick up this game and think it's just good gritty fun to cowboy up and clean up the scum. Meanwhile, others would flinch at just the harshness of the animations of cuffing civilians. It's a really interesting artefact of our time and I'm very curious about the mindset of the people who made it.
