In the book Sauron was basically a dark angle and he put a lot of his power into the ring so he could not make a fully physical body without it. The book doesn’t explicitly describe an eye but more is a shadowy body that paces at the top of his tower. Frodo describes him searching for the ring as a sight beyond physical and he is used in the books as more of metaphor for constant vigilance and oppression
